10,000 takers for Prime Minister's Awas Yojana in Agra, but admin has no land yet

The central government in collaboration with the state government is working on the 'Pradhan Mantri Awas Yojana - Housing For All' scheme in the city. Around 10,000 people have already applied for affordable housing under it. However, the authorities have no idea where and on what area of land these houses are to be developed. The District Urban Development Agency (DUDA) which is responsible for implementation of the scheme here has no available plot for it.

According to officials, nothing has been planned under the scheme but the application process has been initiated on the orders of higher authorities. On each working day, people gather outside the DUDA office at the Agra Municipal Corporation (AMC) premises. According to sources, con-men have also become active around the office and try to fleece applicants of their money by misleading them.

In the district, DUDA is running the Basic Services to the Urban Poor (BSUP) scheme. Officials are already in search of land to develop houses for poor citizens under it. A senior official said, "We don't know where the houses will be developed under the Pradhan Mantri Awas Yojna. The dimensions of the houses have not been communicated by the authorities. These houses are meant for economically weaker citizens. A detailed plan needs to be developed before any implementation can start." Under the scheme, the government has set a target to provide houses to two crore families belonging to the economically weaker section (EWS) in urban areas by 2022. The first phase of the scheme involves 100 cities in the country including Agra. Those who don't have their own roof are to be provided with houses by end of March 2017. After this, the second phase will begin in April 2017 and continue till March 2019 followed by the third phase from April 2019 till 2022. The Centre will provide assistance in the range of Rs 1 lakh to Rs 2.30 lakh per house under different components, including redevelopment of slums. Low-interest housing loans will be available for selected applicants. Anamika Singh, project officer of DUDA said, "For the Pradhan Mantri Awas Yojana land, land and permission for construction has to be determined by the state government. The application process has been initiated on the direction of higher authorites."
